Vincent Ost  specialises in public and administrative law; in particular, in the field of  government contracts (public procurement, PPPs, concessions, privatisations, infrastructure financing, State guarantees, etc.). He has significant experience with collective infrastructure projects, such as office buildings occupied by governmental bodies, public transport infrastructure, schools, public housing, etc. Most of his matters combine private-law aspects (contracts, company law, and tort) with public-law regulations. He intervenes both in transactional matters and in litigation, in particular before the Council of State.

Vincent has also developed an in-depth expertise in the field of energy law.

Vincent advises companies in their relations with the public authorities. He also intervenes as an advisor to regional and federal governments and public-law companies.

He is recommended as “up and coming” in the public law chapter of legal guide Chambers Europe.

Vincent received his law degree summa cum laude from the University of Louvain (UCL) in 2001. During his studies, he spent five months at the University of the Pacific (California, USA). In 2006, he was seconded for six months to the Energy and Project Finance departments of Denton Wilde Sapte's London office, at which time he qualified as a solicitor in England and Wales.

Vincent is the author of various publications on selected topics of administrative and constitutional law. He is a former assistant professor in public law at UCL and at the Université Saint-Louis in Brussels.

Vincent joined Liedekerke Wolters Waelbroeck Kirkpatrick as a Partner in 2017.

Recent Matters

  • Advised Actiris on all aspects of the selection and the lease of its new headquarter (Astro Tower, a landmark 36,000 m² passive building in the centre of Brussels), and all related public procurement issues.
  • Successfully completed 4 separate transactions in 2016 about the lease of office buildings by public law entities in Brussels and in Liège (total : more than 35,000 m²).
  • Successfully challenged before the Council of State the decision to award a EUR 510 million works contract related to rail safety equipment on behalf of the rejected bidder.
  • Assisted regarding State guarantees provided to a number of banks in Belgium during the financial crisis.
  • Advised on the public procurement law aspects and the ESA 2010 aspects of several PPP projects  (bus depots, tramway lines, schools, prisons, public housing, airports, etc.).
  • Drafted several specific laws and decrees about economic projects carried out by public authorities.
  • Assisted the largest energy supplier in Belgium about the supply of gas and electricity to several public law entities.
  • Assisted the operator of the Zeebrugge LNG terminal about the public procurement procedure for the extension of the LNG terminal.
  • Assisted a multinational company specialised in the outsourcing of services, for the emergency provision of shelter to asylum-seekers in Belgium, in the context of the 2016 asylum crisis.
  • Advised a multinational IT company in the context of a complex public tender procedure related to the provision of IT services to the European Institutions in Brussels and Luxemburg (contract value > EUR 80million ).
  • Assisted one of Belgium’s largest developers in the context of a public procurement procedure by the European Institutions for the choice of an office building in Brussels.
  • Advised on a great number of large and small public procurement law matters, both contentious and non-contentious, related, for example, to IT services, medical supplies, architect services, purchasing of cars and other vehicles, construction of pipelines and high voltage power lines, etc.
